The argument for cultural exception in Europe

The movies in Hollywood are being fabricated, while the movies
in Europe are being created. (E.Kusturica). This does not mean, that
Hollywood movies do not have any artistic value - because even to produce the worst Hollywood movie one needs to know a lot about art of moving images. Still, the work of art is called work of art because it works (H. Dreyfus) and here it is clear that fabricated movies work in a different way from those that are created.
If a filmmaker makes a work of art that shows you the world from their
perspective and you have this "A-Ha" effect - I have never thought of it or I have never seen it in that way - this is where the cultural value of not market dictated cinema production lies. To lose this kind of freedom would be devastating for European cinema tradition and end of the culture as we know it.

2008-2013  Film student by Wim Wenders & Robert Bramkamp at the Academy of Fine Arts - HfbK in Hamburg
Final exam by Wim Wenders & Gerd Roscher - Documentary about Two Suns  Project about  art workshops for inclusion of children and adults with disabilities into society in production of "Brotfabrik" in Berlin
